Capacity Building of Da Afghanistan Breshna Sherkat (DABS) – Capacity Building With Dabs To Effectively Manage, Operate And Maintain The National Power System (including capacity assessment and capacity building of their ICT systems)

Carried out compliance review and functional assessment of 64 grants for PAS Kabul Afghanistan (including American University of Afghanistan, Afghanistan National Institute for Music, Social and Educational Service Organization, Education Service Organization etc.). Many of these implementing partners related to the education sector in Afghanistan. The objective of the assignment was to conduct compliance and procurement reviews of the project, to analyze whether funds disbursed to implementing partners are being used correctly and economically for the intended purposes. Our scope of work in this respect will include review of:

Established procedures to detect any irregularities and noncompliance with PAS Kabul rules, regulations and procedures, various OMB circulars and terms and conditions of the grant agreement.

oCapacity assessment of various functions of the grantees such as:

• Internal Controls,
• Governance Structure,
• Financial Management,
• ICT infrastructure and information systems,
• Personnel and Record Maintenance
